Speaking at the 17th Congress of IT Directors "Moscow Nights", which is taking place on September 25-26, Senior Vice President for IT at Rostelecom PJSC Kirill Menshov spoke directly about technological sovereignty: "Let's be honest: the emperor has no clothes. At the same time, the complexity of the world increases every year, and it is not a fact that, by catching up, we are getting closer to the rest of the world, and not lagging behind it." Kirill Menshov sees the reason for this situation in the "pathological inability to cooperate" of Russian IT developers and customers. "Every major industry company quietly hires canada whatsapp resource hundreds and thousands of IT specialists, claiming that they cannot find ready-made products on the market," emphasized the CIO of Rostelecom. "In Russia, we have four mobile operating systems, 18 virtualization systems! And until we understand that with this baggage we cannot take off, that every year we move away from digital sovereignty, nothing will change."
(Fplus) Alexey Melnikov agrees with this: "In Russia, there are three developers of data storage systems (DSS), but the market is only big enough for one. Among domestic mobile operating systems, the most advanced is Aurora - who is stopping it from being approved as a national standard? And what would it have cost to issue a directive back in 2014 that systemically important banks, the Federal Tax Service, and Gosuslugi develop applications for the Aurora OS?"
Kirill Varlamov, Director of the Internet Initiatives Development Fund (IIDF), echoes this: "We need to overcome separatism in the IT market. The Russian market was sufficient for two office packages (MyOffice and R7-Office - ComNews note ), but not for other software products. You can pay several times for the same thing, but it is wiser to combine efforts." Kirill Varlamov sees the possibilities of such a merger not only in replicating products, but also in investing in the capital of developer companies.
Dmitry Altukhov, Advisor to the Director of FRII, cited a positive example of creating a single product, rather than many alternatives, the National Payment Card System (NSPK). "If the decision had not been made in 2014 to create one payment system in Russia - NSPK, rather than many, bank card transactions and other electronic payments within the country would not have worked," he emphasized. True, in this case the decision on a single payment system was made by the financial market regulator - the Central Bank of the Russian Federation.
At the same time, the Director of Information Infrastructure of the State Corporation Rosatom, Evgeny Abakumov, does not believe that many companies in different industries, with different owners and interests, are capable of combining their efforts in IT. "We can want to unite as much as we want, but the question is who will unite us," said Evgeny Abakumov. "Democracy does not work here, and the other extreme - Gosplan - is also ineffective."
