The process of creating ICCs for various sectors of the economy was launched by Prime Minister Mikhail Mishustin, who issued a corresponding order in June last year. This document dated June 16, 2022, No. MM-P10-10127 instructed, in particular, the Ministry of Digital Development, Communications and Mass Media, together with other departments, to prepare "proposals for the formation of industrial competence centers to replace foreign industry digital products and solutions, including software and hardware systems, in key sectors of the economy." In July, among others, the ICC "Oil and bulgaria whatsapp resource Gas and Petrochemicals" was created, and the total number of such centers was 35. In the fall of 2022, the ICC "Subsoil Use. Hydrocarbon Raw Materials" was merged into it, and the enlarged center was named "Oil and Gas, Petrochemicals and Subsoil Use". After several more consolidations, there are now 32 ICCs operating in Russia in 15 sectors of the economy and one sectoral committee, “Finances,” under which there are no specialized competence centers.
Head of Digital Economy Programs at PJSC Gazprom Neft Matvey Alekseev recalled that already in August 2022, the companies included in the oil and gas ICC proposed 54 projects in 12 areas, and in September, 28 of them were approved at the government level, receiving the status of particularly significant projects (ESP). Oil and gas companies and their IT subsidiaries took on the implementation of all these projects: Gazprom Neft took on 10 projects, Rosneft took on seven projects, Rosgeologia took on three, Transneft, Gazprom Nedra and Tatneft took on two each, and Lukoil and Zarubezhneft took on one each.

Interestingly, almost all of these projects started long before the emergence of the ICC. For example, a representative of Gazprom Neft said from the podium of the demo day that the history of the Geomate product (one of 10 projects of this company within the ICC) began back in 2019. "This is a completely internal product, it is being developed by Gazpromneft - Digital Solutions with experts from Gazprom Neft and Gazpromneft NTC," he specified.
Another project that Gazprom Neft is implementing in the ICC, the ZIIOT production operational management platform, is a product of a joint venture between the company and Tsifra LLC: it is called Digital Industrial Platform LLC and was established in August 2020.
Konstantin Varaksin, Chief Technologist of the Department of Accounting, Quality and Planning of Oil and Oil Products Freight Flows at PJSC Transneft, said that his company began creating the Unified Laboratory Information System (ULIS) back in 2019 - and since mid-2022 it has become one of 28 ILC projects.
The project of the information system "Center for Operational Monitoring" (IS CM), also included in the 28 particularly significant projects of the ICC, its executor - "Zarubezhneft" began in 2020. "We manage 20 production assets in seven countries, and during the pandemic, the task of their remote monitoring arose," - explained the origins of the product, Deputy Head of the Production Department of JSC "Zarubezhneft" Andrey Zubakin.
Among the ICC projects that Rosneft is implementing are the RN-KIN software package for analysis and operational monitoring of oil field development facilities, which it created back in 2011, the RN-GRID hydraulic fracturing simulator in 2017, and the RN-GEOSIM software package for geological modeling in 2020.
