Authorities Revise KPIs for Transition to Russian Software

Post by tanjimajuha20 »

These results were shown by a survey conducted by R-Style Softlab in September-October 2023. For comparison, according to the plan of the Ministry of Digital Development, the level of implementation of Russian general system software in the country by the end of 2023 should be 54%.

The Ministry of Digital Development afghanistan whatsapp resource will increase the KPI for the implementation of Russian operating systems and other system-wide software: in 2023, the share of its use should be 54%, and not 23%, as previously planned. Some market players consider the figure to be overstated

At the 18th annual conference "Free Software in Higher Education", which took place in January 2023, a ComNews correspondent suggested that in the course of import substitution projects, primarily regional ones, conflicts will arise due to the fact that it will be necessary to change software where other Russian systems have already been implemented.

Free software is being implemented
Russian companies are implementing domestic software in the educational process, including in areas not directly related to IT. However, many obstacles have still not been overcome, mainly related to the lack of motivation and high workload of teachers.

As noted by the Director of the Department of Digital Technologies of MAI Sergey Popov, speaking at the conference "Astra" in education. From barriers to progress", and before the forced import substitution in 2022, universities actively used open source software, including Linux OS. However, he drew attention to the fact that after February 2022, developers actively began to include various kinds of undeclared features in such software, often malicious, and their identification is a difficult task. Plus, as Sergey Popov emphasized, the use of "vanilla" software is complicated by the actual lack of technical support.

At the same time, Russian vendors of general system software have competitive migration programs, which provide significant discounts. As noted by Irina Vospennikova, Head of 3-year contracts at PJSC Astra Group, in the case of migration from any other OS, be it Windows or Red Hat, a potential customer can count on a 30% discount.

"Educational institutions often buy the ROSA Chrome OS at a special price. Most often they migrate from Windows, as it is the most popular OS for desktops, as well as from Red Hat Enterprise Linux, CentOS and Ubuntu," Vyacheslav Kadomsky, Director of Strategic Development at NTC IT ROSA LLC, commented to ComNews.

"The need for migration arises due to the end of support and updates, as well as an outdated version of the Linux distribution. Updating to a newer version provides access to the latest features and security, as well as bug fixes. In practice, there have also been cases when educational institutions choose migration due to the compatibility of a new Linux distribution with certain equipment or software used at a school or university," - these are the main reasons for such migration, according to Dmitry Khomutov, Director of Ideco LLC. However, according to his estimates, in the education sector, 95% of all migrations occur with Windows. All other operating systems, including mac OS and all varieties of Linux, account for the remaining 5%.

However, according to Dmitry Khomutov, the probability of this happening is still extremely low: "Migration between domestic operating systems, such as Astra Linux, Rosa Linux or ALT Linux, is not a widespread practice. We have not yet encountered migration between domestic OSs."

A ComNews source inside the Astra Group of Companies called this problem at least irrelevant, since the educational sector is at the very beginning of the import substitution process and so far there have been no practical requests for assistance in this type of migration.
