The same amendments oblige distributors of advertising, including bloggers, to label it and assign a special identifier - a token - to each material. Such a token ensures the tracking of advertising on the Internet and is evidence that it is registered in ERIR.
The new rules, aimed at building a system for recording all advertising on the RuNet, implied a one-year transition period during which companies would not be punished for violations identified. However, amendments came into force on September 1, 2023, providing for fines for a number of violations. For example, for incorrectly transferring information to ERIR, an individual may be fined 10-30 thousand rubles, a legal entity - 200-500 thousand rubles, and for incorrect operation of ORD - 100-200 thousand rubles for officials and 300-700 thousand rubles for legal entities.
In total, according to ERIR, in the first nine months of 2023, the number of advertisers in RuNet amounted to more than 940 thousand, and their total expenses for the same period exceeded 400 billion rubles, including VAT. Moreover, most market participants began to comply with the law only after the introduction of fines.
