Russian President Vladimir Putin signed the federal law of June 24, 2023 No. 277-FZ "On Amendments to the Code of the Russian Federation on Administrative Offenses". It entered into force on June 24, 2023. The law introduces a new Article 13.11.2 of the Code of the Russian Federation on Administrative Offenses (CAO), according to which an administrative fine is established for the illegal use of foreign messengers in the amount of:

- for legal entities - from 100 thousand to 700 thousand rubles.
Any organization providing Internet communication services must have a license to provide these services on the territory of the Russian Federation. Violation of Article 13.31 of the Code of Administrative Offenses consists in the fact that failure to fulfill obligations by the organizer of dissemination of information on the Internet and repeated commission of an administrative offense entails the imposition of an administrative fine on citizens in the amount of 5,000 rubles to 10 thousand rubles; on officials - from 50 thousand to 100 thousand rubles; and on legal entities already from 500 thousand to 1 million rubles.
