In November 2022, Russian Railways proposed that the largest Russian companies join forces to create a national corporate-level ERP system. Deputy General Director of Russian Railways Evgeny Charkin reported then that the company had involved Rosatom and Gazprom Neft in discussing approaches to creating a domestic ERP.

In an official statement dated November 17, 2022, Russian Railways stated: "A specially created autonomous non-profit organization (ANO NCK) will be responsible for the methodology, development of standards for functional characteristics, certification of software solutions, and determination of priorities for the development of the National ERP Platform. In addition to Russian Railways, Gazprom Neft and Rosatom State Corporation are considered as founders of ANO NCK. Taking into account the necessary corporate procedures, ANO NCK is planned to be created during the first quarter of 2023."

In February 2023, Russian Railways established the ANO "National Competence Center for Holding Management Information Systems" (NCC ISU), registering this organization in the federal territory of "Sirius". In May 2023, Kirill Semion, Head of the Information Technology Department of Russian Railways, became the General Director of the ANO "NCC ISU".

In April 2024, the NCCI acquired other founders: on April 10, 2024, PAO Gazprom Neft and OOO T1, which was controlled by VTB Bank until April 2022, joined them.

Until recently, Russian Railways used the SAP ERP system, and for SAP SE it was the largest project in the world (covering 250 thousand users). But, as Oleg Belozerov, CEO and Chairman of the Board of JSC Russian Railways and Chairman of the Railway Transport and Logistics Information Center, emphasized from the rostrum of CIPR 2024, this was in the past. Russian Railways created a corporate ERP on the 1C platform and has already begun migrating users from SAP to it. According to Oleg Belozerov, in 2024 the company will transfer 130 thousand out of 260 thousand SAP users to the new resource management system.
