Alexey Kravtsov, President of the company that manufactures a wide range of computer equipment, Kraftway Corporation PLC, noted positive changes in equipment production: "Several parties are involved in the import substitution process, but they should all be interested in the result. The state plays a decisive role, forming the regulatory framework, support measures, and establishing metrics for entities. Two other important parties are software and equipment manufacturers and those who consume it. In the last two or three years, significant changes have been noted. Many consumers have realized that they cannot fully rely on imported hardware solutions. We see that they have a serious understanding that they are ready to cooperate with hardware developers. Moreover, companies that previously only dealt with distribution are starting to invest in creating production facilities, forming development teams and producing domestic equipment."

The head of the MEGAIS corporation, Alexander Makarichev, outlined the main problems of the industry and ways to solve them: "The development of the domestic IT industry has encountered a number of problems: limited access to international financial markets, high interest rates on loans, sanctions restrictions and a lack of venture capital. To solve the problems and achieve technological leadership, the following measures are needed: improving the conditions for preferential lending for developers and manufacturing high-tech companies, increasing the volume of grants and subsidies for R&D, simplifying the procedures for obtaining funds, creating specialized funds to support startups and small businesses in the IT sector. It is also necessary to continue supporting young IT specialists, create conditions for their work in the country, accelerate the implementation of educational programs and stimulate the creation of domestic software. This should have a positive effect on the technological potential of Russia, which is based on people."
