The National Coordination Center for Computer Incidents (NCCI) has issued reports on the risks to information security posed by the Sputnik browser. The FSB created this structure in July 2018 to coordinate the activities of the subjects of the critical information infrastructure of the Russian Federation in detecting, preventing and eliminating the consequences of computer attacks, as well as responding to computer incidents.
"The domestic browser "Sputnik", developed by OOO "SputnikLab", has received widespread use in government organizations and government agencies due to the support portugal whatsapp resource of domestic SSL certificates and its inclusion in the software registry of the Ministry of Digital Development of Russia," the NKTsKI points out.
According to data from the Federal Tax Service and the Kartoteka.ru portal, this company has been fully controlled by Rostelecom since its establishment: 99.9% of its authorized capital is owned by RT Labs JSC, and 0.1% of the shares belong to AMT JSC.
Before SputnikLab, the Sputnik browser was developed and supported by Sputnik Search Portal LLC, which was created in February 2015 by the same Rostelecom structures: Vestelcom (99% shares) and AMT (1%).
On May 13, 2016, the Ministry of Digital Development added the Sputnik browser to the register of domestic software, with PAO Rostelecom indicated as the copyright holder. Later, the copyright holder was changed to OOO SputnikLab.
But already at the end of 2017, rumors began to spread across the market that Rostelecom had declared the Sputnik project a failure. Indeed, even at its peak, it accounted for less than 1% of Russian Internet users. In September 2020, Rostelecom closed the Sputnik project, although it had spent over 2 billion rubles on its development. And on November 14, 2023, at the request of PJSC Rostelecom and OOO Search Portal Sputnik, the Moscow Arbitration Court declared OOO SputnikLab bankrupt. Bankruptcy proceedings against this company are still ongoing: SputnikLab arbitration manager Yegor Nazarenko has scheduled an in-person meeting of creditors for August 13, 2024. As follows from the case materials, Rostelecom is trying to get over 140.6 million rubles from SputnikLab.
On March 7, 2024, the Ministry of Digital Development excluded the Sputnik browser from the register of domestic software. At the same time, another product of the SputnikLab company, the Sputnik corporate browser management system (included in May 2021), remained in the register. The Sputnik Search Portal products associated with the Sputnik browser are also listed in the register of domestic software: the Sputnik analytical system (included in September 2016) and the Sputnik corporate search (included in May 2017).
