At the BIS Summit 2024, Natalya Kaspersky, President of the InfoWatch Group of Companies, presented the results of an anonymous survey conducted by the Information Security Association (BISA) at the plenary session "Dialogue with the Regulator" on the topic "Are you able to implement import substitution within the framework of the 166th and 250th presidential decrees by January 1, 2025?"
According to the 166th decree:

⁃ 32% think they will have time
According to the 250th decree:
- 25% have already complied
- 9% already had information security tools
- the decree does not apply to 14%
- 20% will not be able to comply

Information security market: import substitution and prospects
In an interview with a ComNews correspondent, Natalya Kasperskaya, President of InfoWatch Group and Chairman of the Board of ARPP "Domestic Software", spoke about InfoWatch product lines, new generation firewalls, DLP systems, software import substitution, turnover fines for personal data leakage and much more.
Deputy Director of the Federal Service for Technical and Export Control of Russia Vitaly Lyutikov spoke about the progress of implementing the presidential decrees (No. 166 and No. 250) on import substitution in critical information infrastructure, the deadline for which is January 1, 2025: "FSTEC will not come up with an initiative to shift the deadlines for implementing the decrees, but will help those who are not ready to implement them."
"There are no plans to postpone the deadline for implementing the presidential decrees concerning bans on the use of foreign software, information protection tools and foreign information security services at critical information infrastructure facilities," said Yevgeny Khasin, Director of the Cybersecurity Department of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation.
Director of Business Development at software developer Orion soft, Maxim Berezina, told a ComNews correspondent that Orion soft, as a player in the virtualization software market, sees that the number of critical information infrastructure entities still does not correspond to the volume of tenders for the supply of software for them: "But technological independence is one of the national goals, and it is pointless to delay its achievement. Therefore, we support the idea of a clear deadline. The regulator's involvement and willingness to help those who are not yet able to fulfill the requirements can become an important support for companies. FSTEC specialists can be contacted for clarification, information about the experience of market players who managed to fulfill the decrees on time, and about best practices in this area. Companies should take advantage of the opportunity for such consultations."
