European Electronic Delivery Services : Definitions and Types

According to the eIDAS regulation already mentioned in the introduction, electronic delivery services “ enable the transmission of data between third parties by electronic means and provide evidence of the processing of the transmitted data, including evidence of sending and receiving the data, and protect the transmitted data from the risk of loss, theft, damage or unauthorised modification” . 

First of all, it should be specified that there are two types; with honduras whatsapp resource operational and legal differences to keep in mind:

1) SERC : Electronic certified delivery services .

2) SERCQ : qualified certified electronic delivery services .

The latter have all the characteristics of the SERC Q , but also guarantee distinctive requirements of primary importance:

(a) are provided by one or more qualified trust service providers ;
b) guarantee, with a high level of security, the identification of the sender ;
c) ensure that the recipient is identified before the data is transmitted;
(d) the sending and receiving of data are guaranteed by an advanced electronic signature or an advanced electronic seal of a qualified trust service provider in such a way as to exclude the possibility of undetectable modifications of the data;
e) any changes to the data necessary for sending or receiving them are clearly indicated to the sender and recipient of the data;
f) the date and time of sending and receiving and any modification of the data are indicated by a qualified electronic time stamp.

The European context: where are we now?
If, as we have seen, the starting framework for electronic delivery services is coherent and well established (pending the updates of the eIDAS regulation), the adoption situation in the different EU member states is still very varied . Especially with regard to SERCQ qualified services.

To get a very immediate idea, just take a look at this map , with the official data.

In Italy , for example, there is still no SERC or SERCQ service provider .

The reason is very simple: there is still no qualification process.
