If the time/cost/effort that you are given as an estimate to develop an application is reliable? If there is an adequate way to determine the productivity of a development team? If it is possible to have quantitative control of your suppliers and your projects? If you are contracting with the best conditions for the State?

It clearly mentions that this Revolution is not defined by any set of emerging technologies, but by the transition of new systems that will be built on the infrastructure of the digital revolution, with technologies (ICTs) being the backbone of this revolution.
