At the stage of formation of the Russian information security market, it was easier for new players to become leaders, but as it develops, such opportunities will become fewer. Creating a cybersecurity company from scratch in 2024 will require investments of tens of billions of rubles over a long planning horizon, and the return on such an investment will be associated with high risks. If we consider entering the market through the purchase of shares and strengthening the financial leverage of existing participants, there is a chance to occupy a certain niche. Does the market need an additional offer? Unlikely, since it is already competitive."

Dmitry Dudko, head of the integrated security center of the Russian IT group Lanit, is convinced that VEB.RF will have to face a serious personnel problem: "It is not yet known what exactly the new company will do. Will it produce information security tools, like RTK-Solar, or supply special services, like BI.Zone. Maybe it will even be a large integrator like SberTech. Whatever the tasks of the new structure, it will have to solve the main problem of the information security market - personnel. At the moment, the industry is experiencing a severe shortage of qualified employees. It is possible to quickly hire specialists only on the market, which can sharply increase labor costs, and, consequently, a general decline in qualifications. This has already happened in the development market, where they promise high salaries after completing six-month courses. A similar situation may develop in the information security field."

A representative of Lanit-Integration (part of the Lanit group of companies), who wished to remain anonymous, believes that the new company will increase competition in the market: "It (the company) can allow the information security solutions market to become more adaptive, promote the growth of healthy competition, which will lead to an increase in the quality of products and services provided. Of course, large IT companies already occupy a large share of the information security market, but the emergence of a new player will expand the choice of goods and services, and will also create more favorable conditions for the development of the information security industry as a whole."
