a graduate student at the Kutafin Moscow State Law University, presented a report entitled "Protection of Free Software Licenses." "It is important for the state to carry out measures to raise the level of legal awareness of citizens in the context of using free software (FS) and to make mandatory registration of all programs - checking the source code upon registration, in order to reduce the number of cases of plagiarism," he noted.

1. Plagiarism of afghanistan whatsapp number database program source code
2. Relicensing of free programs
3. Violation of payment terms when using source code in proprietary programs

In 2022, Synopsys, a company working in the field of CAD for electronic design, conducted a study that showed that 98% of all computer programs in the world contain open source code, and such programs consist on average of 75% of open source code. "Despite the fact that the study was conducted all over the world, the statistics for Russia, if different, are not very different. Since the percentage is high, there is a high probability that some of the open source code is included in proprietary projects in violation of licenses. While you are improving the project, someone can use your developments. In this regard, there is a need to protect free software from plagiarism. Due to the difficulty of detecting the fact of violations of free licenses, as well as the lack of registration of such violations, there is a possibility that the scale of the problem is large, but we do not know about it," said Vladimir Kharin.

Mikhail Prostov, CEO of Distributed Information Systems CJSC, believes that there is no particular need to create a body or division of the Ministry of Digital Development that will oversee the area: "In most cases, the problem is solved by Resolution 1236 and the expert council under the Ministry of Digital Development. There is no need to create new entities, especially ANOs. It is better to improve the work of these bodies."

Denis Kuzmichev, General Director of Level 7 LLC, told a ComNews correspondent that Russia already has a government agency that is responsible, among other things, for protecting intellectual property rights - Rospatent: "It is unclear why a new structure should be created and how it will differ fundamentally from the tasks of Rospatent. If we talk about a public agency, then, among other things, it has a significant disadvantage - the absence of legal grounds for performing any legal actions - for example, blocking a site with stolen software."
