Electronic certification under 44-FZ is mandatory from 01.01.2022 for all government contracts, except:

contracts with government customers from the sphere of ensuring Russian security and with organizations under sanctions;
contracts for procurement procedures published in the EIS before 01.01.2022.

When purchasing from a single supplier, electronic certification is also mandatory in some cases:
