An Electronic Billing Platform must be a secure, highly available, robust and interoperable system, which is responsible for managing transactions in which the fundamental unit of operation is the electronic invoice. Said system must interact with external systems that feed it and consume the services provided for the billing process. Each external system represents one or more taxpayers who need to issue and receive digital receipts associated with the line of business, activity or service provided by said taxpayer.

SAT Internal Platform . The SAT internal platform is responsible for coordinating, managing and synchronizing authorized providers, as well as managing information concerning taxpayers and their associated electronic invoices.
Authorized Service Provider . They act as intermediaries between UAE Mobile Database the taxpayer and the SAT, providing a range of services to correctly carry out the electronic billing process and subsequently perform synchronization tasks with the SAT.
External taxpayer system . Any software application that incorporates the electronic invoicing process. Such system consumes services provided by the authorized provider.
The main aspects of the proposed system that could extend and improve the existing one are set out below.

Security
For the management of the security of electronic invoices, the SAT considers the use of public key cryptography, for which it provides each taxpayer with a pair of keys, one public and one private, in addition to a digital certificate that guarantees the identity of the taxpayer specifying their tax data in addition to their public key. An electronic invoice contains two digital signatures, one provided by the issuer of the tax receipt using their private key and signing the invoice and another issued by an authorized third party that signs the date and time data of the stamping, the transaction identifier as well as the first signature of the digital tax receipt, both are embedded in a node of the digital invoice called Digital Tax Stamp.
